Radhabai Subarayan was born on 22 April 1891 in Mangalore and her full name was Kailash Radhabai Subarayan. His father's name was Rao Sahib Kudmul Ranga Rao. He completed his early education from a school in Mangalore and later did his graduation from Presidency College, Madras and did his Masters from Somerville College, Oxford.

Radhabai was a member of All India Women's Conference. In 1930 she participated in the First Round Table Conference in London with Begum Shahnawaz representing Indian women and later she also participated in the Second Round Table Conference and also demanded 5% reservation for women.
In 1937, Radhabai wanted to contest the general seat on behalf of the Indian National Congress. But the chairman of the Madras Provincial Reception Committee refused to support him and a male party worker was supported in his place. When he raised the issue with C. Rajagopalachari, he said that we are not playing with the unity of the party. and “I do not believe that modern and advanced women need political support just because they are women”.
